Well, the explanation I've read most says that people in India have no idea who Hitler was and few even know about the Holocaust. Since I've never been to India and don't often discuss WWII Nazi activities with people of Indian descent, I have no idea how true this is for an explanation. Still, I'm thinking that is kind of a weak excuse.
