Spike Lee's intentions, and ambitions, are clear from the first moments of ''When the Levees Broke." A message, scrolling across a black screen, declares this a ''film document": not a movie about Hurricane Katrina so much as an artifact itself, an act of record keeping.
theres a 87% chance that spike lee will be 79% bias in his views.

In 1718, French colonist Jean Baptiste Le Moyne de Bienville ignored his engineers' warnings about the hazards of flooding and mapped a settlement in a pinch of swampland between the mouth of the Mississippi River, the Gulf of Mexico and a massive lake to the north. Ever since, the water has sustained New Orleans and perpetually threatened it.
Even more evidence of this not being a new problem. The location of the city is fundamentally flawed.

* October 01, 2001 - A major hurricane could swamp New Orleans under 20 feet of water, killing thousands. Human activities along the Mississippi River have dramatically increased the risk, and now only massive reengineering of southeastern Louisiana can save the city*
